This paper develops lag-lock uncertainty as a computational framework for climate economics by linking the concept to compounded uncertainty from delayed climate response and policy transmission lags, formalizing long physical and institutional lags combine with threshold uncertainty to weaken policy attribution and timing confidence, and operationalizing lag-lock uncertainty with a transparent index built from channels such as climate inertia, policy response lag, threshold uncertainty, and feedback strength, while also showing how lag-lock uncertainty can support comparative statics, empirical measurement, and policy simulation in reproducible economic research.
