| contents | <p>This document is a public, non-clinical, pre-opening scientific coordination dossier aligned to the current execution order of the Sal-Meter / CAIS kernel program:</p> <p>External Layer-0 → SICS Internal Phase 0 → Phase 1 → Phase 2a → Phase 2b → LOCK 1 / LOCK 2 → SDK release and future broader opening.</p> <p>It is not a broad external competition announcement. It is a readiness-oriented scientific dossier for principal investigators, laboratories, and technical teams who need to understand what stage the program is actually in, what is already fixed, what remains open, what should be prepared now, and what must not be publicly overstated.</p> <p>The Sal-Meter program is presently in a kernel-first, reproducibility-first research stage.
