Each cell has been translated into numbered, full-sentence indicators to enable precise evaluation, scoring, and comparison across institutions, policies, and leadership contexts. The framework is designed not only to describe ideal governance practices but to operationalize them into measurable standards that can guide reform, monitoring, and accountability.</span></p> <p class="MsoNormal"><span>The matrix is grounded in the understanding that corruption is not merely a collection of isolated violations but a systemic failure of core governing principles. When truth is obscured, justice becomes selective; when stewardship is weakened, public resources are misused; when restraint is absent, power becomes concentrated and abusive; when mercy is distorted, services become politicized; and when peace-building is neglected, public trust deteriorates. Each pillar therefore represents a necessary condition for sustainable, ethical, and effective governance.</span></p> <p class="MsoNormal"><span>By converting reform actions into clearly defined indicators, this table functions as a policy scoring dashboard, a diagnostic tool, and a governance assessment instrument.
