The framework is designed not only to describe ideal governance practices but to operationalize them into measurable standards that can guide reform, monitoring, and accountability.</span></p> <p class="MsoNormal"><span>The matrix is grounded in the understanding that corruption is not merely a collection of isolated violations but a systemic failure of core governing principles. When truth is obscured, justice becomes selective; when stewardship is weakened, public resources are misused; when restraint is absent, power becomes concentrated and abusive; when mercy is distorted, services become politicized; and when peace-building is neglected, public trust deteriorates.
