- <p>This document specifies VULCAN-R 1.0/16-REV3, a finite-model complete first-order theory of strict order with exactly 14 pairwise non-isomorphic models and 16 combinatorial meta-types. All models satisfy $|M|\leq 10$, and no infinite models exist. The theory is decidable with elementary complexity, and its semantics are computationally witnessed by an executable Tarski-style evaluator. This specification provides the discrete logical foundation for the constrained geometric selection principle developed in the companion paper. Physical mappings, spectral dynamics, and phenomenological predictions are explicitly scoped to Paper I.</p>
