contents <p>This paper presents a scalar field framework in which the gravitational potential and the optical refractive index are both governed by a single scalar field psi (Phi = c^2 * psi, n = 1 + 2*psi). A covariant non-canonical kinetic sector introduces one universal acceleration scale a_psi = 1.2 x 10^-10 m/s^2 as the only new parameter. The framework produces asymptotically flat rotation curves, the baryonic Tully-Fisher relation (v_f^4 = G M_b a_psi), and the radial acceleration relation with scatter consistent with the SPARC database.</p> <p>The key advance over MOND is that the same field controls both dynamics and photon propagation, yielding closed-form gravitational lensing predictions without a separate relativistic sector and without free halo parameters. The main predictions are: (1) asymptotic deflection angle alpha = 2piv_f^2/c^2, (2) phantom surface density Sigma_ph(R) = v_f^2/(4GR), and (3) a universal phantom surface density at the transition radius Sigma_ph(r_t) = a_psi/(4G) = 215 M_sun/pc^2, independent of galaxy mass.</p> <p>These predictions are verified against published weak-lensing data (Mistele et al. 2024, scatter 0.056 dex on four LTG mass bins) and the strong lens SDSS J2141-0001 (Dutton et al. 2011, 5% agreement). The framework is consistent with Solar System dynamics (transition radius at 7030 AU, negligible planetary corrections).</p> <p>Version 2 introduces the covariant dynamical completion of the psi-field Lagrangian. The kinetic argument is generalized to Y = (|grad Phi|^2 - (1/c^2)(dPhi/dt)^2) / a_psi^2, endowing the field with a full stress-energy tensor containing energy density, momentum density and spatial stress. This provides a natural resolution pathway for the Bullet Cluster: during a high-velocity cluster merger, the collisional gas is shock-heated and decelerated, while the psi field configuration, being an autonomous dynamical field with its own inertia, can remain centered on the collisionless galaxy component. The effective lensing density therefore peaks at the galaxy positions rather than at the shocked gas, without introducing dark matter or any new parameter. No version of MOND (AQUAL, TeVeS or other) has achieved a clean, baryon-only resolution of the Bullet Cluster. Status: Working Extension (full numerical merger simulation remains for future work).</p> <p>The decisive observational test is a joint rotation-curve plus weak-lensing analysis on the same galaxy sample, checking alpha = 2piv_f^2/c^2 without free parameters. Euclid and Rubin/LSST have sufficient precision to perform this test at 3 to 5 sigma.</p> <p>All equations are fully specified for independent replication.
