Drawing on classical rhetorical theory and recent communication studies, the paper analyzes how speech functions not only as a persuasive instrument but also as a social practice that shapes trust, collective values, and institutional legitimacy. The findings show that effective oratory supports public deliberation, improves social interaction, strengthens civic literacy, and promotes responsible citizenship in both offline and digital environments.
