  • <p>This record archives the initial submission of the Reilly Model Routing Protocol (RMRP), an IETF Internet-Draft (draft-reilly-rmrp-00) submitted April 28, 2026, by Lawrence J. Reilly Jr. (Independent).</p> <p>RMRP defines a provider-agnostic, transport-agnostic protocol framework for governing how inference requests are routed across heterogeneous AI model deployments. The specification addresses a documented gap in the current AI infrastructure landscape: no standardized protocol exists for declaring, transmitting, auditing, or enforcing AI model routing decisions at the governance layer.</p> <p>The protocol introduces four primary structures: the Model Routing Decision (MRD), a structured metadata object that accompanies every routed inference request; the Routing Policy Document (RPD), a signed and versioned declarative specification governing routing rules; the Audit Log Record (ALR), a tamper-evident record of every routing event; and the Cost Attribution Record (CAR), which traces the financial cost of each inference request to the policy, cost center, and budget authority that authorized it.</p> <p>RMRP operates independently of any specific AI model provider, inference runtime, or vendor implementation.
