| contents | <p>Domestic violence has increasingly come to be recognized not as a private family matter, but as a systemic social and legal problem with far-reaching consequences for public health, gender equality, and access to justice. This review article examines the evolution of domestic violence prevention and response in the Republic of Uzbekistan, with particular attention to the relationship between legal reform, institutional practice, and socio-cultural barriers. The article analyzes the conceptual foundations of domestic violence, outlines its principal forms, and situates the Uzbek experience within broader international standards. It further reviews recent legislative developments, including the Law “On the Protection of Women from Harassment and Violence,” amendments to administrative and criminal legislation, and emerging mechanisms for child protection. Particular attention is paid to implementation gaps, underreporting, rural-urban disparities, institutional mediation practices, and the limited accessibility of victim support services. Drawing on national legislation, international legal instruments, public statistics, and reports by international organizations and local stakeholders, the article argues that the effectiveness of anti-violence policy depends not only on legal prohibition, but also on institutional coordination, preventive education, economic empowerment, and a deeper transformation of social attitudes. The article concludes with a set of policy directions aimed at strengthening protection mechanisms and improving the long-term sustainability of domestic violence prevention in Uzbekistan.</p> |
