contents <p>The FCLT natural hazard cascade framework is extended to tsunami early warning. Tsunami wave propagation transfers energy between wave frequency components through depth-2 nonlinear wave-wave interactions, making φ the unique stable attractor of the tsunami wave energy cascade at propagation equilibrium by P42. Hydroacoustic waves generated by tsunamigenic ruptures propagate through the ocean water column at ~1500 m/s — approximately 7.5x the deep-ocean tsunami wave speed (~200 m/s) — reaching DART buoys before the tsunami wave arrives. The FCLT Tsunami Wave Precursor Index TWPI(t,f) = |α_ocean(f,t) − φ| / φ is defined for seafloor pressure spectra from DART Bottom Pressure Recorder records. Predictions: TWPI > 0.05 in the hydroacoustic frequency band 30–120 minutes before tsunami wave arrival at DART location; consecutive tsunami wave group amplitude ratios A(n)/A(n+1) → φ ≈ 1.618 during open-ocean propagation. Five predictions designated Tech-Gap, testable against the publicly available NOAA/NDBC DART archive for the 2004 Indian Ocean, 2010 Chile, 2011 Tōhoku, and 2022 Tonga events, and the CTBTO IMS hydroacoustic network. The integrated P88 SPI + P89 TWPI framework projects extension of coastal tsunami warning from the current 15–60 minutes post-rupture to 3–7 hours for trans-oceanic events.
