- <p>This paper retracts Paper 16 v3.0 (January 2026, "Navier-Stokes & Turbulence: A Resolution via Eisenstein Geometry and Competing Closures"), which attempted a single-paper resolution of the Clay Millennium Navier-Stokes existence-and-smoothness problem via three claimed mechanisms: (i) the cascade exponent −5/3 derived from a universal formula (d!−1)/d combining factorial one-way coupling, Grandi offset, and per-phase normalisation; (ii) smoothness via a "Self-Reference Termination Theorem" arguing the continuum terminates at Planck scale; and (iii) competing closures with multiplicative survival probability. Retraction is unconditional and based on seven specific grounds enumerated within: overreach (single-paper resolution wrong shape for Clay-class problem); post-hoc matching of (d!−1)/d rather than algebraic derivation; category error invoking fine-structure α without earned derivation; theorem-in-name-only for the Self-Reference Termination claim; absence of null tests throughout (Pattern 75 violation); Eisenstein 120° framing as waypoint rather than destination; tailored criteria for the foundational geometry argument. The structural intuitions that motivated v3.0 survive and are properly developed in the Steinbach/Heptagonal Constraint family (Papers 160, 162, 165, 166, 186, 187), with the centred-Steinbach strain identification (Q165-1) as the family's principal conjectured link.
