- <p class="my-2 [&+p]:mt-4 [&_strong:has(+br)]:inline-block [&_strong:has(+br)]:pb-2">Rapid urbanization in Darjiling (Darjeeling) town is transforming a fragile Himalayan hill station into a dense, risk‑prone urban landscape, with serious implications for environmental stability and human safety. This paper analyses how accelerated, largely unplanned urban growth has interacted with the town’s inherent geomorphic vulnerability to produce recurring environmental catastrophes, particularly landslides, slope failures, water crises and waste‑related hazards. It pursues three objectives: (i) to trace the spatial and temporal pattern of urban expansion in Darjiling; (ii) to examine the key environmental impacts and disaster risks associated with this growth; and (iii) to identify planning and policy measures that could steer development towards a more sustainable and disaster‑resilient trajectory.</p> <p class="my-2 [&+p]:mt-4 [&_strong:has(+br)]:inline-block [&_strong:has(+br)]:pb-2">The study adopts a mixed‑methods approach integrating geospatial analysis, field observation and institutional review. Multi‑temporal satellite imagery and topographic maps are used to delineate the expansion of built‑up areas, road networks and tourism infrastructure over the past three to four decades, with particular attention to construction on steep and geologically unstable slopes. Landslide inventories, rainfall records and slope‑stability assessments are combined to map high‑risk zones within the town and its suburbs. Field surveys document building typologies, hill‑cutting practices, drainage arrangements, solid‑waste dumping sites and encroachments on natural watercourses. These physical indicators are complemented by a review of municipal planning documents, building regulations and disaster‑management plans, as well as secondary literature on civil‑society responses to environmental degradation in Darjiling and neighbouring hill towns.</p> <p class="my-2 [&+p]:mt-4 [&_strong:has(+br)]:inline-block [&_strong:has(+br)]:pb-2">Findings show that Darjiling’s urban footprint has expanded rapidly along road corridors and ridgelines, driven by population growth, tourism, and real‑estate pressures, with multi‑storey buildings often erected on steep, unengineered cut slopes and in landslide‑prone zones. This pattern of vertical and lateral sprawl, frequently in violation of building norms, has overloaded fragile slopes and disrupted natural drainage, amplifying the impact of intense monsoon rainfall and cloudbursts. Recurrent landslides in and around the town—labelled “man‑made ecological disasters” by experts—are linked to deforestation, slope cutting for buildings and roads, quarrying, and clogging or diversion of drains and jhoras (hill streams) by debris and waste. Simultaneously, rapid motorisation and tourism‑driven commercialization have produced chronic traffic congestion, air and noise pollution, and increasing solid‑waste generation that overwhelms existing collection and disposal systems, leading to open dumping on slopes and in watercourses.</p> <p class="my-2 [&+p]:mt-4 [&_strong:has(+br)]:inline-block [&_strong:has(+br)]:pb-2">The analysis also highlights the role of weak governance and inadequate urban planning in deepening environmental risk. Municipal by‑laws and land‑use plans either lag behind the pace of growth or remain poorly enforced, allowing construction in “unbuildable” areas identified as high‑hazard in earlier technical studies. Absence of landslide‑responsive planning, fragmented institutional responsibilities, and limited integration of scientific risk‑zonation into everyday decision‑making have resulted in reactive, post‑disaster interventions rather than proactive risk reduction. Nevertheless, civil‑society groups and local environmental movements have emerged to contest reckless development, advocate for better waste management, and promote awareness of hill ecology, though their influence on formal planning remains uneven.</p> <p class="my-2 [&+p]:mt-4 [&_strong:has(+br)]:inline-block [&_strong:has(+br)]:pb-2">The paper argues that Darjiling’s trajectory need not be one of inevitable environmental catastrophe. It proposes a framework for environmentally sensitive, disaster‑resilient urban development based on four pillars: (i) integrating landslide‑risk zonation maps into statutory land‑use plans and development controls; (ii) enforcing strict regulations on hill cutting, building heights and density on vulnerable slopes; (iii) rehabilitating natural drainage and adopting nature‑based solutions such as slope afforestation, bio‑engineering and controlled reforestation; and (iv) strengthening local governance and community participation in monitoring, planning and emergency preparedness. By linking rapid urbanization to both hazard creation and potential pathways for resilience, the Darjiling case offers critical lessons for hill towns across the Himalayas facing similar pressures from tourism, population growth and climate‑intensified extremes.</p>
