- <p>This conference paper reviews the complex and changing legal regime of military and security operations in international straits. Drawing on analyses from Operational Maritime Law in International Straits and Current Maritime Security Challenges, it examines tensions between navigational rights, national security necessities, and the law of armed conflict. The paper focuses on three interconnected themes: (1) the legality and strategic implications of naval minelaying in peace and conflict, (2) operational ambiguities in transit passage rights under UNCLOS, and (3) a case study on the Strait of Hormuz. It concludes that modern maritime challenges—from grey-zone threats to non-state actor risks—demand a nuanced understanding of the interplay between the law of the sea, international humanitarian law, and jus ad bellum.</p>
