| contents | <p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">This report presents the outcomes of a Virtual Mobility conducted within COST Action DIGI-net (CA21107). Through systematic review and analytical synthesis of DIGI-net materials, a conceptual ontology model was developed to explain labour market inequality among older workers in the context of digitalisation. The model identifies two core mechanisms: <em>policy mismatch</em> — the misalignment between the speed of digital transformation and the timing of policy responses — and <em>skills gap</em> — the discrepancy between required and available competencies. The model integrates technological, individual, socio-economic, and institutional factors and is formalised using Protégé.
